Second Climate Parliament roundtable on Green Energy Zones in Rajasthan, India

On 10 September 2025, the 21st Rajasthan Roundtable was held in Jaipur to accelerate progress on community Green Energy Zones. The session was moderated by Shri Heeralal Nagar, Hon Energy Minister of the Rajasthan Legislative Assembly and attended by fourteen Members of Legislative Assembly (MLAs).
Legislators welcomed Climate Parliament’s Secretariat role in convening the roundtable and committed to encouraging more MLAs to engage in climate action.

Highlights from Legislators interventions
The discussion underlined Rajasthan’s leadership in renewable energy, with Energy Minister Shri Heeralal Nagar outlining major initiatives:
India’s first 1,000 MW solar tender.
Highest number of solar installations under the Kisan Urja Suraksha Evam Utthan Mahabhiyan Yojana (KUSUM) scheme. This is a government scheme aimed at ensuring energy security for farmers in India. Scheme.
Free electricity up to 150 units for domestic consumers, including free 1.1 kW solar systems with state subsidy.
Policies allowing MSMEs to install solar up to 200% of their requirement, with 20% battery storage mandatory, cutting power bills to near zero.
Green Hydrogen projects projected at 4,000 MW.
MoUs worth around 3.5 million units signed.
He praised Climate Parliament’s role in uniting stakeholders and urged MLAs to develop constituency-level strategies with the Secretariat’s support.

Other MLAs added practical proposals:
Shri Rohit Vora: subsidies for MSMEs, surplus energy storage, plastic recycling focus and net-metering reforms.
Shri Rajprohit: district-level Green Zones and a comprehensive state strategy.
Shri Poonia: solar pumps and off-grid systems.
Shri Manish: requested Secretariat assistance for constituency strategies.
Smt Geeta: raised questions on carbon footprint reduction and textile sector benefits.
Shri Manoj Meghwal: prioritising solar in water-scarce districts.
Smt Kalpana: also focused on carbon market benefits for textile workers.
Experts added further depth:
National Institution for Transforming India Aayog representatives shared roadmaps on MSME energy transition and e-mobility, including curriculum updates for schools.
Sector specialists highlighted opportunities in carbon markets to benefit textile workers, and the role of solar pumps and battery storage in sustainable agriculture.
Agreed action points for Rajasthan
Draft a consolidated note on energy transition, community green energy zones and sustainable development for circulation among MLAs.
Formulate strategies for district-wide Green Zones through Climate Parliament.
Explore carbon market opportunities, especially for textile workers.
Prioritise solar projects in water-scarce districts.
The session closed with a clear sense of momentum. Rajasthan’s legislators, backed by the Climate Parliament Secretariat and national experts, are charting a collaborative path towards accelerating the state’s energy transition and building resilient, community-driven green futures
