Climate Parliament and the Global Solar Council invite parliamentarians to sign the Global Rooftop Solar Declaration

Climate Parliament and the Global Solar Council are inviting MPs around the world to sign the Global Rooftop Solar Declaration, a voluntary commitment to help at least 300 million households run on rooftop solar by 2030. The Declaration sits at the heart of the 300 Million Solar Homes Initiative, of which Climate Parliament is a partner, aiming to give households, small businesses and communities access to clean, affordable and resilient power.

Around 150 million homes worldwide are expected to have rooftop solar by the end of 2026, and current trends would take that to roughly 225 million by 2030. Reaching 300 million will depend on governments clearing the political, financial and regulatory barriers that still slow deployment in many countries.

What signatories commit to

The Declaration sets out commitments in six areas.

  • Making rooftop solar faster, simpler and cheaper to install, through clear permitting rules, quicker approvals and transparent grid connection processes

  • Treating rooftop solar as core energy infrastructure within national energy planning, grid planning and climate strategies

  • Working with public and private finance institutions to reduce upfront costs for households

  • Investing in distribution networks, storage and digital systems so that grids can manage high levels of rooftop solar safely and reliably

  • Reaching low-income households, renters, public housing tenants and communities without electricity access, including through community and shared solar where rooftop ownership is not possible

  • Expanding training, certification and safety standards to create skilled local jobs

Why parliaments matter

Many of the barriers the Declaration identifies, from permitting rules to grid regulation and household finance, are set or shaped by parliaments. Through legislation, budget decisions and scrutiny of energy regulators, MPs can make it far easier for families to install rooftop solar and share in the benefits of the clean energy transition.

This call builds on Climate Parliament’s Green Energy Constituencies programme, which supports parliamentarians to advance renewable energy access and investment in their own constituencies.

Launch at COP31

The Declaration will be launched at the Australian Pavilion at COP31 in Antalya, Türkiye, on 10 November 2026 at 10:00am local time (TRT). We want the list of signatories presented at the launch to show that parliamentarians are backing the goal alongside governments.

Signing is voluntary and non-binding, and carries no legal obligations, reporting requirements or financial commitments.
