With global momentum building towards a low-carbon future, Climate Parliament and the United Nations Industrial Development Organization (UNIDO), with support from the Green Climate Fund (GCF), are bringing together parliamentarians, investors, and climate finance experts for the Marrakesh Green Investment Dialogue, taking place from 30 May to 1 June 2025.
This high-level event will unite Members of Parliament (MPs) from Côte d’Ivoire, Djibouti, Guinea, Morocco, and Senegal with financial institutions, development partners, and renewable energy investors. The goal is to strengthen the policy and legislative foundations, and investment conditions needed to mobilise large-scale climate finance into renewable energy and green industry across the African continent.
Organised as part of the Parliamentarians for Climate Finance project, the dialogue is part of a broader effort to support MPs in 15 African countries as they work to advance sustainable energy transitions. The projectaims to unlock new sources of finance, foster inclusive economic development, and help deliver on national climate commitments.
The programme will include technical sessions, national strategy workshops, and investor dialogues. A highlight of the event will be a site visit to the Green City of Benguerir, a living example of sustainable urban development that showcases pioneering efforts in green construction, renewable energy, and public-private partnerships. As a regional leader in renewable energy, Morocco’s experiences offer valuable lessons for countries across the continent.
“Parliamentarians play a pivotal role in accelerating the clean energy transition," said Léa Hillaireau, Programme Manager at Climate Parliament. "By shaping policy and regulation, they create the enabling environment needed for investment and innovation to thrive."
Sanae Lahlou, UNIDO Representative to Morocco commented “At UNIDO, we recognise that the journey to a low-carbon future is not solely about technology or finance. It is about empowering those who craft the policies that shape our economies. By equipping parliamentarians with the tools and knowledge to foster green industrialisation, we lay the groundwork for sustainable development that benefits us all.”
Key topics on the agenda include:
Innovative strategies to de-risk private investment in green infrastructure
Policy frameworks for establishing Green Energy Zones
Cross-country collaboration to scale up renewable energy access
Peer-to-peer learning between participating countries
Practical steps to align policy and legislative action with climate goals
The Marrakesh Green Investment Dialogue will build stronger partnerships between policymakers and investors, while reinforcing Africa’s leadership in the global shift towards a climate-resilient economy.
