Odisha: A cross-party group of Climate Parliament legislators from the Odisha Legislative Assembly met today with Shri. Naveen Patnaik, Hon’ble Chief Minister of Odisha, and called on him to accelerate renewable energy in the State in order to ensure energy access, energy security and sustainable growth. The network submitted an Expert report and Memorandum, titled “Renewables Energising Odisha: An Assessment of Renewable Energy Policies, Challenges and Opportunities”, along with a Guideline for Model Renewable Energy Policy in the State. The expert report, commissioned by Climate Parliament and prepared by Ashden India, is a comprehensive and up to date analysis of renewable energy policy and planning in the State, and highlights some concrete suggestions and practical solutions to address many key energy and developmental issues for Odisha.
Signed by 23 members of the legislative assembly from across the political spectrum, the memo recommends restructuring the state's institutional framework through bringing the Odisha Renewable Energy Development Agency into the Department of Energy, integrating RE programmes with rural development schemes, and set up a subcommittee on Renewable Energy under the House Committee of Power Generation in the Odisha legislative assembly. This subcommittee shall have a focus on the long-term plans, policies and initiatives on renewable energy to give it a required direction and momentum that can upscale renewable energy deployment.
According to Mr. Amar Satpathy MLA, “this report presents some key insights to promote energy access in rural areas of Odisha and make it truly a power surplus state through deployment of large scale renewable energy. We are hopeful that the Hon'ble Chief Minister will consider our suggestions and take the necessary actions towards more inclusive development in Odisha.”
Shri Debasis Nayak, MLA said that based on the expert report, a well developed programme is required to build a suitable renewable energy ecosystem in Odisha. There should be a checklist for renewable energy interventions and an integrated approach should be taken.
Agreeing with the recommendations in the report, Shri Tara Prasad Bahinipati (INC) reiterated that there should be an institutional framework for renewable energy in Odisha to oversee the functioning of OREDA and GEDCOL in a coordinated fashion.The linkage of OREDA with the Ministry of New and Renewable Energy (MNRE) at the central level needs to be clearly established. He also highlighted that skill development initiatives should be undertaken for renewable energy sector growth and in this regard OREDA can initiate and spearhead the activities.
